Understanding MDR Conformity Assessment
Conformity assessment is the process through which a Notified Body evaluates whether a medical device and its manufacturer meet the regulatory requirements set forth in MDR (EU) 2017/745. This assessment is mandatory for medical devices classified as Class IIa, IIb, and Class III before they can carry the CE mark and be placed on the European market.
The specific conformity assessment route depends on the device's risk classification, as determined by the MDR classification rules outlined in Annex VIII of the regulation. Higher-risk devices require more extensive evaluation, including scrutiny of clinical evidence and, in some cases, review by expert panels.
How Udem Atlantic Conducts Assessments
Our assessment process is designed to be thorough, transparent, and efficient. We follow the procedures defined in MDR Annexes IX, X, and XI, tailoring the specific pathway to your device classification and the applicable conformity assessment route.
Each assessment involves a combination of technical documentation review and quality management system auditing. Our assessors are selected based on their expertise in the relevant device category and regulatory area, ensuring that every evaluation is conducted by qualified professionals with deep domain knowledge.
The Conformity Assessment Process
- Pre-Application Inquiry: Manufacturers submit an initial inquiry describing their device, its intended purpose, and classification. Udem Atlantic evaluates the scope and confirms whether it falls within our designation.
- Formal Application: The manufacturer submits a complete application including technical documentation, clinical evaluation reports, risk management files, and quality management system documentation.
- Technical Documentation Assessment: Our technical reviewers evaluate the documentation against the General Safety and Performance Requirements (GSPRs) of Annex I, including design verification, biocompatibility data, software validation (where applicable), and labeling compliance.
- Quality Management System Audit: A team of auditors conducts an on-site audit of the manufacturer's quality management system, typically aligned with ISO 13485:2016, to verify that processes for design, production, and post-market activities are adequate.
- Assessment Report and Decision: A comprehensive assessment report is compiled, and a certification decision is made by qualified personnel who were not directly involved in the assessment.
- Post-Certification Surveillance: Following certification, Udem Atlantic conducts annual surveillance audits and periodic reviews of the technical documentation to verify ongoing compliance with MDR requirements.
Conformity Assessment Routes Under MDR
MDR defines several conformity assessment procedures depending on the device classification:
- Annex IX (QMS + Technical Documentation Assessment): Full quality management system assessment combined with technical documentation evaluation. Applicable to Class IIa, IIb, and III devices.
- Annex X (Type Examination): Assessment of a representative device (type) against MDR requirements, combined with Annex XI procedures.
- Annex XI (Production Quality Assurance / Product Verification): Assessment of the manufacturing process or verification of individual products, used in combination with Annex X.
What to Expect
The conformity assessment timeline depends on device complexity, documentation completeness, and the chosen assessment route. Manufacturers should expect active engagement throughout the process, including providing clarifications and addressing any non-conformities identified during the review.
Udem Atlantic provides clear communication at every stage, with defined milestones and expected response times. Our goal is to facilitate efficient market access while maintaining the rigorous standards required to protect patient safety.
